View tab > Palettes panel > DesignCenter
The DesignCenter show the tree view and preview
Click the Home icon

Drag & drop the block into the drawing
Double-click on the block - Insert dialog box pop-up
Insert: Specify on screen
Scale: Uncheck "Uniform Scale", enable to change X and Y to different scale
Rotation: Enter the angle
If the block created in inch, when insert into metric drawing, it will automatically convert to metric
